The International Public Safety Association (IPSA) Mentoring Program is dedicated to providing leadership, guidance and assistance to members at any phase of their careers. The membership of the Mentoring Committee that oversees this new program represents many diverse backgrounds, experiences and tenure.

IPSA members should feel free to reach out to the Mentoring Committee at any time with questions and requests for assistance. The committee will coordinate to provide a referral to an appropriate mentor with the background and expertise to best address the members’ questions and needs.

Members are advised that the Mentoring Committee is designed to provide informal advice and assistance to members with professional or career-related questions.

While some mentors are professional consultants, they are not providing their professional services within the scope of this mentoring relationship. They may, however, advise members to seek services through the IPSA Training and Technical Assistance Program, but will not directly offer their own professional services for compensation within the rubric of the mentoring program.

All IPSA Mentors are Volunteers, Members of the IPSA and sign an agreement with the IPSA to serve as an ambassador of our organization. IPSA Mentors have your best interests in mind.

Lieutenant Joseph “Paul” Manley
Public Safety Discipline: Law Enforcement

Lt. Paul Manley is a 30 + year law enforcement and ems professional, as well as a faculty member at North Shore Community College in Danvers, MA, where he teaches courses in criminal justice and behavioral sciences.

Early in his career while serving as a member of the United States Capitol Police in Washington, DC., Lt. Manley protected critical infrastructure, Members of Congress, their families, employees, Visiting Heads of State, Foreign Dignitaries, and the President and Vice President of the United States.

In his current role, Lt. Manley is the Executive Officer and second in command at the Nahant Police Department. Lt. Manley directs all major operational, administrative, investigative and training functions within the Department.
